Moffatt & Nichol Selected for New Port of Montreal Container and Break-Bulk Terminals
LONG BEACH, CA, May 5, 2009--Moffatt & Nichol announced today that it has been selected by the Montreal Port Authority to prepare the detailed development plan, complete preliminary engineering and develop contracting strategies for the construction of the new Hochelaga-Viau container terminal, and re-development of the Laurier-Tarte break-bulk terminal. This mandate is related to Phase two of the Port of Montreal's Vision 2020 strategic plan.
Moffatt & Nichol, through its Vancouver office, completed the Port's Ten Year Master Plan in 2007 and concept plans for the Hochelaga-Viau container terminal in 2008.
This new four phase contract will comprise developing and expanding concept plans into a comprehensive integrated master plan, which will rely on planning and simulation models developed by Moffatt & Nichol earlier when preparing the Port's Ten Year Master Plan.
The firm will then collect and prepare primary data, studies, drawings, specifications, budgets, schedules and contracting strategies to develop the many facets of the project which will include container, liquid bulk, dry bulk and break-bulk facilities. The centerpiece will be the new 510,000 TEU per annum Hochelaga-Viau container terminal.
The Montreal Port Authority (MPA) operates the world's largest inland port. It is a leader among container ports, handling 26 million tonnes of cargo annually. In 2008, the Port of Montreal handled more than 1,473,000 TEUs (twenty-foot equivalent units).
The Port of Montreal operates its own rail network, providing direct access to berths, and is linked to two major railways and a highway system. It also operates a grain terminal and a marine passenger terminal. All other terminals are operated by private stevedoring firms. Through its activities, the Port of Montreal generates 18,200 jobs and $1.5 billion annually in economic spin-offs.

Moffatt & Nichol Selected for Strategic Assessment of Philadelphia Regional Port Authority Facilities
LONG BEACH, CA, March 9, 2009--Moffatt & Nichol announced today that the Philadelphia Regional Port Authority (PRPA) has selected the firm to perform a strategic assessment of the Port's facilities by identifying, evaluating and prioritizing the Port's capital improvement needs. Work on the study will be performed by Moffatt & Nichol's Baltimore and New York offices.
The objective of this study is to perform a condition inspection of the facilities owned by the PRPA to determine whether these facilities need to be rehabilitated, reconstructed or replaced over the next 10 years. The study will establish a program of phased capital improvements geared to meet both system preservation and market driven needs.
Aside from conducting waterside and landside condition inspections, to complete the study, Moffatt & Nichol, using a series of in-house models, will perform market assessments focusing on cargo and vessel forecasts, capacity analysis of existing facilities, determine facility needs to accommodate the disparity between existing capacity and forecasted growth.
The firm will also generate development options to address facility needs for market demand and system preservation as well as carry out financial assessments and estimate economic benefits for both existing facilities and proposed development options.

David Hebert Appointed to Manage Moffatt & Nichol's Jacksonville, Florida Office
LONG BEACH, CA -- Moffatt & Nichol, an internationally recognized leader in the planning, design and construction management of marine terminals, recently opened an office in Jacksonville, Florida, bringing the number of offices in that state to three.
David Hebert, P.E., will be responsible for day-to-day operations at the new location. Hebert, a senior project manager with Moffatt & Nichol, has project management experience that spans more than 25 years, with special emphasis on the planning and design of port-related projects. Hebert is very familiar with Jacksonville, having spent three years managing projects for JAXPORT.
Moffatt & Nichol's decades of experience working for port authorities and maritime terminal operators worldwide gives the firm unique understanding and capabilities in modern container terminal planning and design, especially, the development of automated container terminals and the complex infrastructure that supports them.

Moffatt & Nichol Begins Program Management Services on Jasper Ocean Terminal Port Development
LONG BEACH, CA, March 2, 2009--Moffatt & Nichol announced that it has begun Program Management services on the initial development stages of planning for the Jasper Ocean Terminal proposed to be located on the Savannah River. The project is a cooperative development between the states of Georgia and South Carolina.
Program Management services started in January 2009, with initial efforts focused on a two-year schedule of completing the preliminary terminal planning, preparing for the overall permitting process for the development and completion of documents to support design and construction of the terminal elements.
Early progress has been made with the completion of economic analyses efforts related to container forecasts, commencing surveying activities, securing aerial photographs of the study area, and preparing for the start of scientific studies and environmental services to support the permitting process.
The first two years of the Program Management services will involve a variety of different services provided by Moffatt & Nichol including studies related to dredged material management, economic and market analyses, preliminary terminal planning and infrastructure planning for transportation links (road and rail) and utilities.
In tandem with the goals outlined by the Jasper Ocean Terminal Joint Project Office, the company is initially focusing on required feasibility studies to support the release of existing U.S. Army Corps of Engineers easements related to dredging of the harbor.
Moffatt & Nichol will also continue to advance the overall development schedule and budget requirements for the creation of the terminal. It is estimated that the first phase of the deepwater terminal and supporting infrastructure could be in operation as early as 2019 to 2021.
In July 2008, the Georgia Port Authority and the South Carolina State Port Authority jointly acquired 1,518 acres of land from The Georgia Department of Transportation for the development of the terminal in Jasper County, South Carolina.

Moffatt & Nichol Awarded Construction Management Services Contract from Calleguas Municipal Water District for Hueneme Outfall Replacement
LONG BEACH, CA, February 26, 2009 - Moffatt & Nichol announced today that it has been awarded a Construction Management Services contract by the Calleguas Municipal Water District (CMWD), Thousand Oaks, CA., for the Hueneme Outfall Replacement.
Moffatt & Nichol will provide Construction Management services during the project including oversight of horizontal directional drilling, off-shore waterborne construction and landside improvements. The Firm will also coordinate material testing, noise and vibration monitoring; factory fabrication inspections; and underwater inspection activities. All project document controls, including project scheduling, will also be administrated and maintained by Moffatt & Nichol.
The Hueneme Outfall, part of the Calleguas Regional Salinity Management Pipeline, will extend 5,000 feet into the ocean where salinity levels are naturally high. The overall pipeline begins in the city of Simi Valley and runs through Moorpark, Camarillo, Oxnard and areas of unincorporated of Ventura County. Much of the area is rich in groundwater, but salt levels are too high for municipal use or agriculture. One of the primary goals of the project is to allow water districts to make the groundwater reusable and reduce the need to import water from other sources. Another key goal is the reduction of salts discharge in the Calleguas Creek watershed to improve surface and ground water quality.

Moffatt & Nichol Performs Emergency Shoreline Evaluation on Diego Garcia
Moffatt & Nichol was selected by the Naval Facilities Engineering Command (NAVFAC Pacific) to perform an emergency shoreline evaluation to protect the island's critical infrastructure from storms and sea-level rise.
Diego Garcia, a low-lying island in the Chagos Group Archipelago (also known as the British Indian Ocean Territory) located in the Indian Ocean, is a critical strategic location for the United States Military ship and aircraft deployments to five different continents.
Moffatt & Nichol performed extensive on-site investigations and historical research to determine the causes of the erosion and evaluate the level of threat to the infrastructure. Ironically, Moffatt & Nichol identified the potential for this erosion when designing the shipping wharf on the island 30 years ago.
The site inspection included a detailed environmental characteristics development, identification of potential shoreline protection materials, wave modeling and wave return period analysis. Subsequent work included developing a 5-year funding-design-construction plan, initiating a comprehensive Shoreline Monitoring Program, assisting in the procurement of coastal armoring materials, developing an Emergency Response Plan and coordinating environmental approvals, emergency and long-term coastal erosion protection.
The Shoreline Monitoring Program established more than 50 permanent monitoring locations and provided training for the island's Public Works department in shoreline monitoring techniques. The Emergency Response Plan defines the island's critical risk areas, identifies action criteria, estimates the required response material quantities and provides response procedures for minimizing damage.
In addition the entire shoreline plan required environmental approvals from both the United States and the British governments, because the US leases the land from the British. The archipelago has also been declared "Wetland of International Importance" in accordance with the Ramsar Convention guidelines.

NAVFAC Awards Contract To Moffatt & Nichol Blaylock
LONG BEACH, CA-September 24, 2008�Moffatt & Nichol Blaylock announced today that it has been awarded a $7,500,000 firm fixed price Indefinite Delivery/Indefinite Quantity Architect and Engineering contract for Waterfront Facilities Projects in the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).
The work to be performed provides for preparation of fully designed plans and specifications; design-build request for proposal packages; and other engineering designs, studies, inspections, surveys, planning documents (DD 1391), reports, cost estimates, evaluations, and construction support services for projects involving waterfront construction and repair.
Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Southwest AOR including, but not limited to California, Arizona, Nevada, Colorado, New Mexico and Utah. The majority of work will focus on facilities in the San Diego Region.

Moffatt & Nichol Awarded Two Contracts by the City of Long Beach
LONG BEACH, CA, August 18, 2008�Moffatt & Nichol announced today that The City of Long Beach, CA, recently selected the firm for two contracts. The first is an as-needed multi-discipline coastal engineering and environmental consulting services contract. Areas where the company may support include recreational and commercial marine facilities, marinas, beaches, waterways and inland ecological habitats and lakes.
This one-year contract, with options for two additional years, may involve dredge engineering and environmental support, environmental maintenance or management consulting for ecologically sensitive areas, architectural design and support, civil engineering, and other professional consulting services.
The second contract involves an expedited reconnaissance phase study to investigate reconfiguration of the Long Beach Breakwater, with the intention to improve water quality and restore recreational surfing. The City has commissioned this study to gauge Federal interest in supporting further, more detailed, study of the project�s feasibility.

Moffatt & Nichol Completes Design for Cabrillo Way Marina
LONG BEACH, CA, August 12, 2008�Moffatt & Nichol announced today that it has completed the design for Cabrillo Way Marina in San Pedro, CA, for the Port of Los Angeles (POLA). The goal of the project is to provide a vibrant village atmosphere for recreational marine and boating activities that brings together tourists, boaters, local and regional residents as well as to increase opportunities for area businesses.
The project design reflects the latest in green technologies with minimal impact on the environment and supports POLA�s Clean Marina initiative.
Unique aspects of this design called for dredging and landfill to re-shape the basin to create a more efficient layout and an increase in slips. The new marina, will have 700 wet slips, including 10 slips to accommodate vessels 100 feet and above.
The new concrete floating docks will have state-of-the-art facilities including power, water and communication connections for phone, e-mail and cable television. The electrical power supply is designed to meet the demands of larger craft and sewage disposal facilities will be provided at designated docks.
At the south end of the facility, 400 dry berth spaces will be created to accommodate smaller, sail and power boats. Four cranes will be installed for boat launch and haul-out.
The design of the shore facilities included a 4,000 foot granite inlayed promenade, grading, security, utilities, signage, site furnishings and building pads. The design also called for access roads to be installed to service the marina and future outer harbor development. Site plans allow for more than 1,400 parking spaces.

Moffatt & Nichol Adds James M. Woodruff, PE to Tampa Office
LONG BEACH, CA, July 14, 2008-Moffatt & Nichol announced today that James Woodruff, P. E., CPP, has joined the firm and will be based in the Tampa, FL, office. Woodruff brings more than 39 years of experience to the firm in electrical engineering and fire protection engineering with expertise in design, installation, and maintenance of electrical and electronic systems. His background includes the design of electrical power, lighting systems, life safety systems, and security systems for a broad spectrum of commercial, industrial, and government facilities.
Woodruff acquired detailed familiarity with U.S. Navy design standards for electrical engineering having spent 14 years of his career as an employee of the Atlantic Division, NAVFAC and afterward, as a consulting engineer to numerous Naval activities including NAS Oceana, Langley AFB, and the MCB, Camp Lejeune.
In addition, Woodruff has provided consultation on shielding systems (including radiation, EMI, RFI, and TEMPEST) and security systems for communications, training, and production facilities for various governmental agencies.
Prior to joining Moffatt & Nichol, Mr. Woodruff was President of his own firm, American Consulting Engineers, located in the Tidewater Virginia area and regularly served as a subconsultant to Moffatt & Nichol for military and port projects.
Woodruff has a B.S. in Electrical Engineering from Wichita State University.

LONG BEACH, July 7, 2008�Moffatt & Nichol announced today that it has appointed Andres Buritica as Business Development Manager for Latin America. Based in Colombia, Buritica will work with the Panama office, he will focus on developing all aspects of Moffatt & Nichol�s practices, especially port and harbor development.
Buritica comes to Moffatt & Nichol from Invias, the National Road Institute of Colombia where his duties ranged from managing consultancy contracts, preparing environmental documentation permits and review and approval of environmental impact assessments. He worked directly with Government Councils and the office of the President of Colombia, Alvaro Uribe.
Buritica is a graduate of Pontificia Universidad Javeriana, of Bogota with a degree in Civil Engineering.

Moffatt & Nichol To Provide Critical Analysis To Network Appalachia
LONG BEACH, CA, May 19, 2008 - Moffatt & Nichol has been selected by the Appalachian Regional Commission (ARC) to provide strategic planning support for its new Network Appalachia initiative, designed to strengthen Appalachia's access to the global marketplace of the 21st century.

Scott Butler Assumes Position as Technical Director
LONDON, UK (April 14, 2008) - Scott Butler, a Senior Project Manager with Moffatt & Nichol, assumes the role of Technical Director of the firm's European operations. Scott is charged with bringing the firm's expertise in the planning and design of waterfront facilities to clients in the United Kingdom, Europe, Africa and the Middle East.
A senior marine civil engineer with more than 20 years of experience planning, designing and supporting the construction of waterfront structures around the world, Scott represents the breadth of engineering expertise the firm provides its clients.
During his 15-year tenure at Moffatt & Nichol, Scott has acquired expertise in marine facilities siting studies; vessel traffic studies; container, general cargo and marine oil terminal layout and design; vessel manoeuvring and berthing programs; mooring systems; channel sizing; dredging; and, related coastal engineering issues such as wave protection for vessel berthing areas. He has also built an extensive international portfolio, having conducted marine structure and port facility condition assessments and site evaluation studies in remote locations that include Africa, South East Asia, Latin America and the Middle East.
Scott's addition to the European office in London expands on its current advisory services. Led by Mark Simmons, Managing Director of Moffatt & Nichol's European, African and Middle East operations, the office can now deploy the firm's full suite of project services from the upstream requirements of economic analysis and financing to the execution of planning, design and project management.

Moffatt & Nichol Announces New Leadership for Northern California Office
Richard Rhoads, P.E., to Take on Business Unit Leader Role for Walnut Creek Staff
LONG BEACH, CA - Richard Rhoads, who has more than two decades of diverse project management and civil engineering experience with particular emphasis on marine construction and dredging projects, will transition into the position of business unit leader for Moffatt & Nichol's Walnut Creek office over the next few months. He is assuming the position from Richard Dornhelm, who has held the position for nearly 23 years. Dornhelm will remain an integral part of the organization, focusing on furthering the development of the firm's urban waterfront and marina practice both locally and overseas.
"I have worked side-by-side with Richard and the Walnut Creek staff since 1997, supporting the office's growth in the areas of marine and coastal engineering and environmental resources, urban waterfront developments, and ports and harbors. I look forward to continuing to grow the office," said Rhoads.
Mr. Rhoads' diverse project experience includes significant involvement in major civil, marine construction and dredging projects, such as the San Francisco International Airport Runway Reconfiguration project and most recently, the seismic retrofit of the Bay Area Rapid Transit District�s Transbay Tube.

PE John C. Schirmer Rejoins Moffatt & Nichol
Senior Project Manager will Split Time between Baltimore and New York Offices
LONG BEACH, CA - They say you can't go home again, but Senior Project Manager John C. Schirmer has proven them wrong by rejoining Moffatt & Nichol after a ten-year absence. Schirmer has more than 25 years of experience providing management and engineering for major bridge, port, and harbor infrastructure projects, with much of his experience in the assessment and rehabilitation design of existing structures.
"It truly was like coming home, in that I'm going to assist with a number of clients and projects that I was involved with more than ten years ago," said Schirmer. "There will also be new challenges and opportunities for me, and I am excited to be back with Moffatt & Nichol. This firm's people, projects, and professionalism are what drew me back."
In addition to private clients, Schirmer has a great deal with experience with federal clients such as the Department of Defense, including the US Corps of Engineers, and the US Navy, and the Department of Homeland Security, including the US Coast Guard. He has also worked with a number of cities, transportation agencies, port authorities, and public works departments.
"I've worked with John in the past. His technical and project management abilities, as well as his breadth and depth of knowledge and experience will be great assets to Moffatt & Nichol as a whole and the Baltimore and New York offices specifically," said John Lesnik, Moffatt & Nichol's chief operating officer.

Moffatt & Nichol's Contract to Design Aguadulce Container Terminal in Colombia Extended
NEW YORK, NY - Moffatt & Nichol, in association with HMV Engineers, will continue to work with ICTSI Ltd., a wholly-owned unit of International Container Terminal Services, Inc.and its local affiliate, Sociedad Puerto Industrial de Aguadulce S.A., as it develops and constructs a new state-of-the-art container terminal on the Aguadulce Peninsula in Colombia. Hired in 2007 to provide master planning and review existing environmental permits, the Moffatt & Nichol team is now in the process of completing the final detailed design, construction drawings, technical specifications and bid documents for Phase I of the new terminal, including extensive land reclamation, dredging of the berths and turning basin to the existing access channel, and 600 meters of new wharf.
"Moffatt & Nichol has been affiliated with this project since 2003, when the firm prepared a technical and economic feasibility study and preliminary design for a multi-purpose terminal, including deepening of the navigation channel for the site's former owner," explained Patricia McNeal, Moffatt & Nichol's project manager. "We're thrilled to continue the design of the terminal for ICTSI and look forward to the construction phase in 2008."
The contract also includes construction of a new, 21-kilometer access road, on site housing, administration buildings, a maintenance shop, a terminal fire station and an emergency power generation station. The new facility will have an opening throughput capacity of 450,000 TEUs with an ultimate capacity of 1.2 million TEUs, 900 meters of quay with three berths, nine post-Panamax quay cranes, automated gate systems, ample inspection and screening areas, intelligent traffic control, and state-of-the-art management systems. The new container terminal is expected to ease congestion at the Port of Buenaventura, just across the channel from the Aguadulce Peninsula, and assist with Colombia's expanding trade.

Moffatt & Nichol to Develop East Blair Two Terminal
LONG BEACH, CA - The Port of Tacoma has selected Moffatt & Nichol to lead the development and construction of the new $300 million East Blair Two Terminal (EB2) for Yusen Terminal Tacoma, Inc (YTTI), to be located on the east side of Blair Waterway. It will be a two-berth, 168-acre facility with an integrated container yard and an on-dock intermodal rail loading yard.
Moffatt & Nichol prepared the Basis of Design/Schematic Design Report for EB2, outlining the concepts for terminal operations and the proposed scope of work to plan, permit, design, and construct the facility.
As the prime consultant, Moffatt & Nichol's Seattle office will provide project management and be accountable for all aspects of the project, from planning through construction support. The firm will lead the planning and design for the container terminal and gate complex, wharf structure, and terminal security.
"The project is interesting because of the myriad issues that have to be solved to move from vision to reality in a constantly changing environment," said Tom McCollough, a vice president with Moffatt & Nichol and the project manager for the development of the East Blair 2Terminal. "It is a great opportunity to work on a project that includes all aspects of a modern intermodal terminal."
The completed terminal will maximize cargo handling capacity by minimizing dwell times and developing a dense terminal footprint with opportunities to handle cargo safely in an environmentally sensitive manner. The new terminal is expected to be completed by the end of 2012.

Moffatt & Nichol to Provide Highway Design for FDOT District 1
LONG BEACH, CA - The Florida Department of Transportation's District 1 has awarded Moffatt & Nichol a three-year, $1.5 million district-wide contract to provide safety improvements to the state's highway system.
The firm's Florida operations will deliver highway design, structure design, signing, pavement marking and channelization, lighting, signalization and surveying services to District 1, which represents 12 counties in Southwestern Florida and covers an area of nearly 12,000 square miles.

Moffatt & Nichol Pledges Support for East Coast High Speed Rail Summit
LONG BEACH, CA - You're commuting to work, seated comfortably, sipping your morning coffee and putting the final touches on your upcoming presentation. Without reinvigoration of rail development along the U.S. East Coast, however, the situation is far from reality. FDOT District 5 Hires Moffatt & Nichol for Roadway Improvements

Moffatt & Nichol Celebrates Hawaii Superferry's Launch
LONG BEACH, CA - The Alakai, Hawaii's first Superferry vessel, took its inaugural voyage yesterday. For the past three years, Moffatt & Nichol has supported the Hawaii Department of Transportation's Harbors Division on this landmark project, providing overall project management including conceptual design, design management and construction management for the four new ferry terminals that will accommodate the four-story, 900-passenger catamarans offering high-speed, over-water transport between Hawaii's islands.
"Before the Alakai, the only regular inter-island travel in Hawaii was by air, but the private operator, Hawaii Superferry, is giving people another option," said Ted Bell, the director of Waterborne Transit for Moffatt & Nichol. "We've done our utmost to deliver the project on schedule while overcoming complex budgeting and environmental/permitting challenges, and we're gratified to see that it was a job well done. We were nearly as excited as the client is to see the Alakai officially launch."
Moffatt & Nichol will continue to support the Harbors Division as it works toward its ultimate goal of a total of four new ferry terminals at state-owned harbor facilities on the islands of Oahu, Maui, Kaui and Hawaii. Internationally Recognized Water Resources Engineer Joins Moffatt & Nichol
LONG BEACH, CA - Dr. Mark Dortch has joined Moffatt & Nichol's Vicksburg, Mississippi, office as a senior water resources engineer after 35 years with the U.S. Army Engineer Research and Development Center. Dortch specializes in water quality and contaminant fate/transport modeling; human and ecological health risk assessment methods; hydraulics and hydrology; wetland processes; environmental transport phenomena; and fluid dynamics.
"Mark is an icon in the field of environmental modeling and will move us significantly forward in our quest to expand our market position in the exciting fields of water quality, contaminated sediment, and chemical transport modeling," commented John Headland, a senior vice president at Moffatt & Nichol and head of its Coastal, Environmental and Water Resources practice.
Dortch has had more than 130 technical publications pertaining to water resources engineering and water quality modelling published in the United States and abroad and has won quite a handful of engineering awards, the most recent the Army's Bronze Order of the de Fleury Medal for exceptional service. He has also earned the title of Diplomate with the American Academy of Water Resources Engineers, an honor given to water resources engineers who demonstrate exceptional knowledge of the industry.

Two Premier Engineering Firms Join Forces to Design State-of-the-Art Submarine Complex at Pearl Harbor
Honolulu, HI - Hawaii engineering firm SSFM International, Inc. is teaming up with California based firm Moffatt & Nichol for a $2.9 million contract to design a unique U.S. Navy complex.
SSFM-M&N Joint Venture now have the task of planning, designing, and managing construction on what will be a 700-foot structure to demagnetize submarines at Naval Station Pearl Harbor. This unique facility will help reduce steel-hulled vessels' susceptibility to magnetic-influence underwater mines and magnetic detection systems. The magnetic silencing complex will be located at Pearl Harbor's Beckoning Point.
The only other structure in the United States that has similar capability is the Magnetic Silencing Facility located at Kings Bay, Georgia.

Craney Island Design Partners to Design New Terminal
Virginia Port Authority Awards Marine Terminal Contract
LONG BEACH, CA (April 24, 2007) - The Craney Island Dredged Material Management Area (CIDMMA), a 2,500-acre confined dredged material disposal site in Portsmouth, Virginia, currently provides a long-term disposal area for material dredged from Hampton Roads Harbor. The Virginia Port Authority's (VPA) plan to expand the area eastward and turn the site into a new port facility has taken a huge step forward through its award of a design contract to Craney Island Design Partners, LLC, a company led by Moffatt & Nichol and comprised of a number of prominent Virginia architectural and engineering firms, including Fugro, VGS/S&ME, Malcolm Pirnie, Kimley-Horn, MMM Design Group, TBA, Alpha Corporation, American Consulting Engineers, and NXL.
The project will expand the existing CIDMMA by creating a new 580-acre cell on the east side of the existing facility that will be rapidly filled with dredge material from the harbor. When filled, the new cell will be capped and a marine terminal will be constructed. Craney Island Design Partners will be responsible for all facets of the planning, permitting, engineering and construction of the new facility.

Port Development moves forward at Port of Morehead City and Radio Island
MOREHEAD CITY, NC - Planning for a new port terminal on Radio Island will move into its next phase over the coming months as construction activity picks up across the Newport River at the Port of Morehead City. The North Carolina State Ports Authority Board of Directors approved contracts covering several projects in Morehead City at their Jan. 25 meeting in Raleigh. "This was a great day for the Port of Morehead City," said Ports Authority Board Chairman, Carl J. Stewart, Jr. "We want the community to know that the Board fully supports the Morehead City Port and that they are well represented by their Board member, Newport Mayor Derryl Garner."
Development of a new port terminal on Radio Island is proceeding to the next phase. A traffic-management analysis was included in the first phase and has been provided to local civic and government leaders and to the N.C. Department of Transportation. Moffatt & Nichol Wins ACEC Award for State-of-the-art Technology
Model Helps the Port of Virginia Evaluate Air Emissions
LONG BEACH, CA - The American Council of Engineering Companies (ACEC) awarded Moffatt & Nichol (M&N) a 2006 Honor Award for its cutting-edge computer model measures air emissions produced by port operations. Air pollution is an important issue for many industries, including marine terminals, where air emissions from vessels have attracted recent and unprecedented concern. The Virginia Port Authority (VPA) has made considerable strides toward understanding and controlling air emissions from its facilities. In order to better evaluate existing air emissions, forecast future emissions, and develop better strategies, the VPA tasked M&N with studying its three marine terminals in Hampton Roads.
The M&N Integrated Air Emissions Model integrates accepted Environmental Protection Agency air emission factors with port planning models developed by M&N. It is based on actual equipment data and throughput driven models of equipment activity, whereas previous emission estimates were based on surveys of operators and estimates of historical hours of operation. Because the M&N model is driven by well-established terminal capacity models, it not only estimates past emissions levels but also makes realistic forecasts of future activity levels and resulting emissions. The M&N model calculates emissions resulting from cargo vessels, over-the-road trucks and trains moving cargo in and out of the terminals, determining port-related air emissions in the entire region to the air basin boundary.
The Virginia Port Authority is currently in the midst of a $3.2 billion Capital Improvement Plan to more than double the capacity of its cargo facilities. "Our Integrated Air Emissions Model will help the VPA make informed choices about future terminal operations and air quality improvements," said Jim McNally, a port planner with M&N. "The technology is especially useful for comparing and prioritizing different air pollution reductions strategies."

Moffatt & Nichol to Design Docks at Naval Weapons Station Charleston
Design-build project will focus on repairing two separate docking facilities
LONG BEACH, CA - Moffatt & Nichol has been hired by Sauer Inc. to provide marine structural engineering services for the Naval Weapons Station Charleston in South Carolina. The facility serves as an ordnance station with capacity for more than 60 million pounds of conventional ordnance, a training center, a U.S. Army logistics hub, and is the busiest surface port in the defense transportation system in the continental United States.
The design-build project will include a variety of repairs, replacements and upgrades for two separate docking facilities at the station - the Transportation Command Dock and the Wharf Alpha. For the dock, Moffatt & Nichol will provide a structural evaluation and prepare plans and technical specifications for the fixtures and structures needed to anchor an oil boom system.
Moffatt & Nichol will also perform a structural evaluation on the wharf and prepare plans and technical specifications to repair deficiencies, including chipped and cracked concrete and deteriorating reinforcements. The project also calls for the analysis and design of a foam-filled fender support structure for the wharf.

Moffatt & Nichol Continues to Work with US' Largest Ferry System
Washington State Department of Transportation Awards On-call Contract Worth $7.5 Million
LONG BEACH, CA - The Washington State Department of Transportation (WSDOT) has selected Moffatt & Nichol (M&N) to provide terminal design and construction management services for Washington State Ferries (WSF), the largest ferry system in the United States. WSF serves eight counties in Washington and the Canadian Province of British Columbia.
Under the four-year agreement, M&N will provide support to the WSF Terminal Engineering organization for new construction, preservation, and maintenance on floating and fixed pier structures, fendering and dolphin systems, passenger and vehicle loading structures and facilities, dredging, transit/intermodal improvements, electrical and mechanical systems, surveying, transportation planning, construction management and inspection, and other engineering services.
"In additional to this on-call agreement, we are the prime consultant on WSF's Mukilteo Multimodal Ferry Terminal Project and a subconsultant for the Anacortes Multimodal Ferry Terminal project," said Ted Bell, Moffatt & Nichol project manager. "Without a doubt, the top-quality services Moffatt & Nichol provided on these projects helped us win this prestigious contract."
Nine firms submitted a statement of interest for the contract, and WSDOT has indicated that it may award up to five agreements, each worth approximately $7.5 million. It is possible that the agreements may be supplemented with additional time and/or money.

Moffatt & Nichol Accepts Challenging Site Preparation Project
Charleston Naval Base's New Container Terminal on Fast-track Schedule
LONG BEACH, CA - The South Carolina State Ports Authority recently awarded a $3.4 million site preparation and consolidation contract to Moffatt & Nichol to begin the design of a marine container terminal at the former Charleston Naval Base in North Charleston, South Carolina. At full build out, the terminal will occupy 286 acres and consist of three berths, state-of-the-art terminal gates and associated buildings and container storage yards. The entire $600 million project is being completed on a fast-track delivery schedule, and Moffatt & Nichol will manage the development of construction documents and contracts to stabilize and fill the site.
"There are a number of challenges to creating a container terminal at the site, the biggest of which is the stabilization and improvement of very weak, compressible soils," said Tim Reid, operations manager, Raleigh. "Since the proposed facility extends out into the Cooper River, an additional challenge is the large amount of imported fill required to surcharge the site and backfill behind the wharf to develop the backlands. Because of these issues, we'll break the work down into sub-projects to allow independent completion and to accelerate the project development."
Phase I of the project will be led by Moffatt & Nichol's Raleigh, North Carolina office. The company's port planning specialists and waterfront structural, civil, coastal, electrical and mechanical engineers will complete the contract, a follow-on to the terminal development planning consulting services that Moffatt & Nichol has been providing to the Authority since April 2005.

ASPA Taps Planning Firm for 20-year Strategic Plan
LONG BEACH, CA - The Alabama State Port Authority (ASPA) awarded Moffatt & Nichol a contract to develop a Maritime Strategic Development Study. The Port of Mobile, which ranks as the 11th largest port in the United States in total trade, is a significant economic contributor to the State of Alabama. In an effort to expand its operations to meet future demand, the port authority commissioned the study to define the port's potential, improvements that will optimize its facilities and operations, and - most importantly - the economic benefits of these improvements on Mobile's local and regional community.
One of the country's leading planning and engineering firms, Moffatt & Nichol has been at the forefront of marine terminal planning and design for more than 60 years. The firm has a strong track record of performance with the ASPA, having conducted a number of planning and design assignments for its facilities. Moffatt & Nichol Announces New President
Eric Nichol Takes Over Leadership of the Firm
LONG BEACH, CA - Moffatt & Nichol's board of directors unanimously elected Eric Nichol to the position of President at a recent meeting. "The company continues to have great potential, and I believe that now is the time for a change in leadership," announced former President Robert D. Nichol, who has held the position since 1975.
In 1993 Eric Nichol continued a family tradition by being the third generation of his family to work with the firm. He is a professional engineer, specializing in marine structures. Over the next 13 years, he would work on projects both company and world wide that represent the firm's broad range of waterfront and structural design know-how. In 2001, Eric Nichol was elected to the firm's board of directors.

"Under my father's leadership, the firm's growth and development have been phenomenal. He has realized his vision of establishing a firm with a worldwide reputation for excellence, quality, and client service. Continuing as Chairman of the Board, Bob Nichol will focus on strategic growth initiatives, particularly mentoring and developing the firm's planners and engineers and positioning the firm in the global marketplace.

Moffatt & Nichol and Dream Harbors Selected to Design and Operate Marina on Royal Island, Bahamas
Dallas, TX - Cypress Equities, The Staubach Company and Behringer Harvard announced today the selection of key marina consultants for Royal Island. Moffatt & Nichol - marina and coastal design - and Dream Harbors - marina management - were selected to plan, design and operate Royal Island Marina.
"Planning, design and permitting are taking place now, in order to begin construction early next year. We are actively involved with engineers to ensure a great design and operations plan," said John Swanson of Dream Harbors.
Royal Island's Marina Village plan includes a deepwater marina accommodating 200+ yachts with slips from 50' to 400' surrounded by shops, cafes, customs and immigration office and captains' club. The Marina will include: fuel dock, dry storage, gourmet center, and emergency fire, medical and security services.
According to Bob Nathan of Moffat & Nichol, the marina will cater to high-end clientele. "The Royal Island Marina will provide owners and guests with the finest amenities expected by luxury vessel owners. We are designing for current and future marina needs," said Nathan.
Moffatt & Nichol is known for its pioneering designs of marinas and waterfronts for resort developments and is recognized throughout the world for modern marina and small craft harbor design. Dream Harbors institutes best management practices according to Florida Clean Marina standards and currently has projects in the Caribbean and Florida.
Construction completion of the marina phase one is scheduled for mid-2009.
