Moffatt & Nichol is pleased to announce that Jeff Morris has joined the company as senior planning and economics consultant, enhancing the firm’s consultancy capabilities in the water sector. His new role follows a 29-plus-year career as an economist, planner, and team lead with the U.S. Army Corps of Engineers (USACE).
“We are excited that Jeff has joined our team,” said Moffatt & Nichol Water Practice Leader Johnny Martin. “Jeff's many years of experience with USACE process and procedures will be of great value to our clients seeking USACE project participation. His capabilities in benefit-cost analysis and plan formulation will be a great resource for grant applications and funding pursuits for our clients that require detailed planning and economic analyses.”
Jeff joined USACE in 1993, initially as a regional economist for the Savannah District. He went on to serve as a supervisory economist, team lead planner, and project manager working for multiple USACE districts and offices throughout his career, including the Jacksonville and St. Paul Districts, and the Institute for Water Resources, Policy and Special Studies Division.
Most recently, with the Savannah District, he was responsible for leading the Plan Formulation Section for civil works missions in navigation, flood risk management, ecosystem restoration, water management and reallocation, coastal storm risk management, levee and dam safety, watershed management studies, recreation, and hurricane evacuation planning and response.
Jeff has taught as an adjunct professor of economics at Saint Leo University, Brewton Parker College, Savannah State University, Webster University, and Florida Atlantic University. After graduating with a bachelor’s degree in economics from Westminster College in Pennsylvania, Jeff went on to receive a master’s degree in environmental economics and natural resources management from West Virginia University.
