Welcome Joe Harder

Joe Harder brings more than 25 years of experience building high-performing teams for the delivery of planning, design, construction, facilities management, and environmental services in complex business environments around the globe. His areas of expertise include organizational leadership and government contracting, with extensive experience in construction, overseas water quality, and program/project management for overseas defense installations.

As business unit director (Commanding Officer, U.S. Navy Captain) with Naval Facilities Engineering Systems Command Europe Africa Central, Joe led a 1,300-person multidisciplinary organization. He was responsible for the life cycle management of facilities and infrastructure across nine defense installations and 27 operating sites in Europe, Africa, and the Middle East, including sites in Italy, Spain, Greece, Romania, Poland, Bahrain, United Arab Emirates, and North Africa.

In addition to his project experience, while in the role of Executive Assistant to U.S. Navy Chief of Civil Engineers, Joe was a key advisor for the Commander and Executive Director of Naval Facilities Engineering Systems Command (NAVFAC) on critical issues impacting U.S. Navy shore readiness and NAVFAC support to operational commanders.

Joe received his Bachelor of Civil Engineering from Georgia Institute of Technology, and his Master of Science in Civil Engineering from the University of Colorado, Boulder.
