Crown Bay and the Sub Base District, 10-Year Vision Plan and Feasibility Assessment

Accessible. Vibrant. Clean. Sustainable. Resilient. These are the hallmarks of great waterfronts around the world and values elevated by the Virgin Islands Port Authority (VIPA) in its day-today stewardship of Crown Bay and properties within the Sub Base District.

In 2018 and with project consultants Moffatt & Nichol, VIPA embarked on the creation of a renewed vision plan for the area, one that plots an actionable path forward for renewal post Hurricanes Irma and Maria. The Vision Plan and the associated Feasibility Assessment to evaluate expansion of cruise berths to meet future market opportunities included feedback generated from extensive interaction with the community and cruise guests, Crown Bay tenants, cruise lines (via the Florida Caribbean Cruise Association and one-on one meetings),and others. The Vision Plan seeks to elevate Crown Bay as a renewed, community and visitor loved destination extending beyond its current footprint of pier, retail center and logistical areas. The renewed Crown Bay is a vibrant island district offering an assemblage of attractions, moments, cultural exchange and history linked through improved connections to the surrounding area and St. Thomas as a whole.

Moffatt & Nichol provided master plan preparation and feasibility assessment associated with the Submarine Base (Subbase) District in Crown Bay to assist the Virgin Island Port Authority to capitalize on the opportunity to link and renew Crown Bay Center, Crown Bay Marina and the totality of parcels and activities found throughout the Subbase District. Our team assessed the overall long-range potential and vision for the entirety of the Subbase District, evaluating the the potential expansion of cruise berths within Crown Bay, assessing the social and economic opportunities and impacts of the assemblies of VIPA and other government owned lands within Crown Bay complex; identifying opportunities to improve pedestrian and vehicle mobility through the area, reestablish and enhance the overall brand for the area as a cruise destination and community focal point.
