Having been honored with this prestigious certification, Francisco joins a distinguished group of professional engineers who have achieved recognition for an advanced degree of knowledge and expertise in the specialized fields of coastal, ocean, port, and navigation engineering.
Francisco offers 30 years of professional engineering experience, with expertise in marine structures that he has applied to a wide range of waterfront projects for the U.S. Navy, U.S. Coast Guard, and port authorities in the United States and abroad. His waterfront work includes structural design for piers, wharves, fender and mooring systems and experience with an extensive range of building materials, including steel, concrete, precast concrete, post-tensioned concrete, masonry, timber, and cold-formed steel. Francisco has conducted more than 70 above- and below-water inspections of deteriorated concrete, steel, and timber marine structures. He has served as an expert witness for construction defect litigation cases since1992.
Francisco is licensed as a professional civil engineer and earned his Bachelor of Science in architectural and structural engineering from California Polytechnic State University, San Louis Obispo.
ACOPNE is a subsidiary of the American Society of Civil Engineers and launched the ACOPNE Board Certification program in November 2009 to recognize professional engineers who have attained specialized expertise in coastal, ocean, port, and navigation engineering.
