Moffatt & Nichol welcomes Phil Balmeo to our Long Beach office! Phil is a senior program/project manager with more than 23 years of programmatic and project leadership experience. Throughout Phil’s career, he has coordinated major Southern California infrastructure projects, including grade separations, major port facilities, and citywide capital improvements. His project involvement has spanned the life of projects from pre-bid activities through construction and project close out, where he managed in-house project staff and consultant teams and served as a liaison for agency and private sector project teams. Phil’s recent project experience includes the award-winning $293.7 million San Gabriel Trench project, the largest project in the $1.7 billion Alameda Corridor-East (ACE) grade separation program overseen by the Capital Projects and Construction Committee of the San Gabriel Valley Council of Governments. During his tenure with the City of Long Beach, he was responsible for a multiyear $500 million citywide capital improvement program for horizontal and vertical construction, which included the airport, marinas, roadways, parks, and other public facilities.
Prior to joining Moffatt & Nichol, Phil worked for public agencies, including the Port of Long Beach, City of Long Beach, San Gabriel Valley Council of Governments (Alameda Corridor-East Construction Authority). He earned his Bachelor of Science and Master of Science degrees in engineering at California State University, Long Beach and is a licensed professional engineer in California.
