With an emphasis on waterfront structures, Scott’s work has involved structural engineering, project management, condition assessment, and quality assurance/quality control for waterfront, bridge, industrial, and related projects worldwide. He is widely recognized in the profession for his expertise in the repair, rehabilitation, and upgrade of waterfront facilities, as well as his practical integration of new technologies in project solutions. Scott has delivered work to federal clients, state and local agencies, port owners and operators, and marine contractors.
Before joining Moffatt & Nichol, Scott worked for global infrastructure firms as a senior project manager, structural engineer, and structural engineer-diver. He is a licensed civil and structural engineer in seven U.S. states and territories. Scott completed his undergraduate studies in civil engineering at Washington State University and earned his master’s degree in civil engineering at University of Washington.
He has completed training from the Federal Highway Administration’s National Highway Institute and commercial diving schools, earning multiple certifications, including commercial diving, bridge inspection, underwater inspection, repair of waterfront structures and bridges, and port engineering.
