North Armistead Avenue Road Raising

The City of Hampton is tackling chronic flooding by raising a vital thoroughfare and installing green infrastructure to enhance capacity for the Newmarket Creek watershed.

North Armistead Avenue is a major thoroughfare and evacuation route for area residents and improving transportation reliability is of paramount importance. The elevated roadway with green features will do double duty by lifting the flow of traffic away from flooding and managing stormwater. Under an on-call contract with the City of Hampton, we evaluated conceptual design options for raising Armistead Avenue in the vicinity of Lake Hampton. The goal was to evaluate the types and extents of green infrastructure and related volume capture features that could potentially be implemented along with the Armistead Avenue road raising design. To facilitate analysis, we updated relevant portions of the existing Lake Hampton project model, incorporating new roadway survey and city planning data. Following conceptual design, we were tasked with developing final design and plans for the project. The North Armistead Avenue road raising project is funded through innovative state and federal financing programs for projects that measurably improve transportation, promote efficient land use, and benefit communities and the environment.
